Incident process

During a demonstration of a Tibetan sand painting ceremony, Draper jumps on the service desk in the Fiction section brandishing a M1911 pistol and claiming to have a bomb. He ordered the people nearby to the conference room, which had been occupied by Toastmasters: Gwen Page librarian, six civilians, and Sheriff Lt. Lloyd Prescott Salt Lake County, which offers to exchange places with the last person entering the conference room. Lieutenant Prescott was dressed in plain clothes at the time and his pistol was hidden to him. After Draper and the others entered Page's room began counting the hostages, as instructed, and began to have them lined up against the wall while Draper made demands and described his plan. A Toastmaster managed to pull some hostages out of the second door in the conference room, inciting to get more hostages out of the room. Page and others chose to stay in the room while Draper threatened but did not shoot.

Staff response

Library staff acted quickly by calling 911 and evacuating a five-story building in less than five minutes, using a fire alarm. Some staff live on-site to provide police floor plans and operate the phones, security and power lines in accordance with the wishes of the SWAT team. A librarian, Jenny Wright, hid a group of eight children and their parents from the Children's Section (located on the second floor near Draper) in another conference room until Draper was satisfied with the number of hostages and had closed the door and had lowered the curtains. above the glass wall of the room. Another librarian arrived and the group headed for safety through an exit in the staff building area.

Bomb

Draper puts what he claims as a bomb on the table in the middle of the conference room. It's equipped with a dead switch that will cause it to explode if Draper releases a handheld button. For this reason Lt. Prescott was hesitant to use violence, and the incident lasted more than six hours, in which Draper made requests for cash, gold and gold bullion, repay for previous military service, and full presidential pardon from President Bill Clinton..

At one point, Draper held one hostage hostage to make more tape on the homemade bomb because he was afraid of two contact points for the detonator to close spontaneously. After this, he announces that everyone will take a straw to determine the order in which they will be shot until their demands are met. Lieutenant Prescott decided to risk the possibility that the thick oak table above the bomb would protect the hostages if they could pass on time. Lieutenant Prescott pulled back his gun and, shouting at the other hostages to climb to the floor, shot five times while the SWAT members hit the glass wall in the conference room. Draper was attacked by five bullets and fell to the wounded floor. Even though someone died, the bomb did not explode. Draper was rushed to the nearest LDS Hospital where he was declared dead on arrival.

The bomb was determined to be modeled after the Vietnam War-era clay anti-personnel clan that would be deadly if it died. The Salt Lake City Police Department bombing force was too easy to move, and it was detonated inside the conference room. None of the bullet shards pierced the table, verifying the Lt. hypothesis. Prescott.
